It used to be the Headquarter of Pentecost Local Government after independence, located at Loltong. When the Decentralization Act had come into force with the suppression of all Local Governments and the introduction of the Provincial Governments through the creation of the six provinces in Vanuatu, this building was still used as public office as it has become the Penama Area Council Headquarter for this region in North West Pentecost.
This Amagilua Office as named by the people of North West Pentecost was chosen to accommodate the headquarters of the Penama Provincial Government. The transfer of the headquarters of the Provincial Government from Saratama to Loltong was decided by the Penama Provincial Council and recommended to the Minister of Internal Affairs for approval following the seriousness of the situation of Lobenwein volcano activities on Ambae.
